1. JUDICIAL WATCH ANNOUNCES LIST OF WASHINGTON'S "TEN MOST WANTED CORRUPT POLITICANS" FOR 2007

Washington, DC –Judicial Watch, the public interest group that investigates and prosecutes government corruption, today released its 2007 list of Washington’s “Ten Most Wanted Corrupt Politicians.” The list, in alphabetical order, includes:

1. Senator Hillary Rodham Clinton (D-NY): In addition to her long and sordid ethics record, Senator Hillary Clinton took a lot of heat in 2007 – and rightly so – for blocking the release her official White House records. Many suspect these records contain a treasure trove of information related to her role in a number of serious Clinton-era scandals. Moreover, in March 2007, Judicial Watch filed an ethics complaint against Senator Clinton for filing false financial disclosure forms with the U.S. Senate (again). And Hillary’s top campaign contributor, Norman Hsu, was exposed as a felon and a fugitive from justice in 2007. Hsu pleaded guilt to one count of grand theft for defrauding investors as part of a multi-million dollar Ponzi scheme.

2. Rep. John Conyers (D-MI): Conyers reportedly repeatedly violated the law and House ethics rules, forcing his staff to serve as his personal servants, babysitters, valets and campaign workers while on the government payroll. While the House Ethics Committee investigated these allegations in 2006, and substantiated a number of the accusations against Conyers, the committee blamed the staff and required additional administrative record-keeping and employee training. Judicial Watch obtained documentation in 2007 from a former Conyers staffer that sheds new light on the activities and conduct on the part of the Michigan congressman, which appear to be at a minimum inappropriate and likely unlawful. Judicial Watch called on the Attorney General in 2007 to investigate the matter.

3. Senator Larry Craig (R-ID): In one of the most shocking scandals of 2007, Senator Craig was caught by police attempting to solicit sex in a Minneapolis International Airport men’s bathroom during the summer. Senator Craig reportedly “sent signals” to a police officer in an adjacent stall that he wanted to engage in sexual activity. When the police officer showed Craig his police identification under the bathroom stall divider and pointed toward the exit, the senator reportedly exclaimed 'No!'” When asked to produce identification, Craig presented police his U.S. Senate business card and said, “What do you think of that?” The power play didn’t work. Craig was arrested, charged and entered a guilty plea. Despite enormous pressure from his Republican colleagues to resign from the Senate, Craig refused.

4. Senator Diane Feinstein (D-CA): As a member of the Senate Appropriations Committee's subcommittee on military construction, Feinstein reviewed military construction government contracts, some of which were ultimately awarded to URS Corporation and Perini, companies then owned by Feinstein's husband, Richard Blum. While the Pentagon ultimately awards military contracts, there is a reason for the review process. The Senate's subcommittee on Military Construction's approval carries weight. Sen. Feinstein, therefore, likely had influence over the decision making process. Senator Feinstein also attempted to undermine ethics reform in 2007, arguing in favor of a perk that allows members of Congress to book multiple airline flights and then cancel them without financial penalty. Judicial Watch’s investigation into this matter is ongoing.

5. Former New York Mayor Rudy Giuliani (R-NY): Giuliani came under fire in late 2007 after it was discovered the former New York mayor’s office “billed obscure city agencies for tens of thousands of dollars in security expenses amassed during the time when he was beginning an extramarital relationship with future wife Judith Nathan in the Hamptons…” ABC News also reported that Giuliani provided Nathan with a police vehicle and a city driver at taxpayer expense. All of this news came on the heels of the federal indictment on corruption charges of Giuliani’s former Police Chief and business partner Bernard Kerik, who pleaded guilty in 2006 to accepting a $165,000 bribe in the form of renovations to his Bronx apartment from a construction company attempting to land city contracts.

6. Governor Mike Huckabee (R-AR): Governor Huckabee enjoyed a meteoric rise in the polls in December 2007, which prompted a more thorough review of his ethics record. According to The Associated Press: “[Huckabee’s] career has also been colored by 14 ethics complaints and a volley of questions about his integrity, ranging from his management of campaign cash to his use of a nonprofit organization to subsidize his income to his destruction of state computer files on his way out of the governor’s office.” And what was Governor Huckabee’s response to these ethics allegations? Rather than cooperating with investigators, Huckabee sued the state ethics commission twice and attempted to shut the ethics process down.

7. I. Lewis “Scooter” Libby: Libby, former Chief of Staff to Vice President Dick Cheney, was sentenced to 30 months in prison and fined $250,000 for lying and obstructing the Valerie Plame CIA leak investigation. Libby was found guilty of four felonies -- two counts of perjury, one count of making false statements to the FBI and one count of obstructing justice – all serious crimes. Unfortunately, Libby was largely let off the hook. In an appalling lack of judgment, President Bush issued “Executive Clemency” to Libby and commuted the sentence.

8. Senator Barack Obama (D-IL): A “Dishonorable Mention” last year, Senator Obama moves onto the “ten most wanted” list in 2007. In 2006, it was discovered that Obama was involved in a suspicious real estate deal with an indicted political fundraiser, Antoin “Tony” Rezko. In 2007, more reports surfaced of deeper and suspicious business and political connections It was reported that just two months after he joined the Senate, Obama purchased $50,000 worth of stock in speculative companies whose major investors were his biggest campaign contributors. One of the companies was a biotech concern that benefited from legislation Obama pushed just two weeks after the senator purchased $5,000 of the company’s shares. Obama was also nabbed conducting campaign business in his Senate office, a violation of federal law.

9. Rep. Nancy Pelosi (D-CA): House Speaker Nancy Pelosi, who promised a new era of ethics enforcement in the House of Representatives, snuck a $25 million gift to her husband, Paul Pelosi, in a $15 billion Water Resources Development Act recently passed by Congress. The pet project involved renovating ports in Speaker Pelosi's home base of San Francisco. Pelosi just happens to own apartment buildings near the areas targeted for improvement, and will almost certainly experience a significant boost in property value as a result of Pelosi's earmark. Earlier in the year, Pelosi found herself in hot water for demanding access to a luxury Air Force jet to ferry the Speaker and her entourage back and forth from San Francisco non-stop, in unprecedented request which was wisely rejected by the Pentagon. And under Pelosi’s leadership, the House ethics process remains essentially shut down – which protects members in both parties from accountability.

10. Senator Harry Reid (D-NV): Over the last few years, Reid has been embroiled in a series of scandals that cast serious doubt on his credibility as a self-professed champion of government ethics, and 2007 was no different. According to The Los Angeles Times, over the last four years, Reid has used his influence in Washington to help a developer, Havey Whittemore, clear obstacles for a profitable real estate deal. As the project advanced, the Times reported, “Reid received tens of thousands of dollars in campaign contributions from Whittemore.” Whittemore also hired one of Reid’s sons (Leif) as his personal lawyer and then promptly handed the junior Reid the responsibility of negotiating the real estate deal with federal officials. Leif Reid even called his father’s office to talk about how to obtain the proper EPA permits, a clear conflict of interest.

2. AMERICAN JEWS ON WAR AND PEACE

(WHAT DO THE POLLS TELL US AND NOT TELL US?)

Once again, a poll recently released by the American Jewish Committee (AJC) (1) has confirmed that on some questions of major significance there are vast differences between the opinion of the Presidents of the Major American Jewish Organizations and the mass of American Jews. On questions of the Iraq war, the escalation of US military forces in Iraq (the ‘Surge’) and military action against Iran, most Jewish Americans differ from the leaders of the major American Jewish organizations.

Most liberal, progressive or radical Jewish commentators have emphasized these differences to argue, “most American Jews resoundingly reject the Middle East militarism and GOP foreign policy championed by right-wing Jewish factions.”(2) This progressive interpretation however avoids an even more fundamental question: How is it that a majority of US Jews who, according to the AJC poll (and several others going back over two decades) differ with the principal American Jewish organizations, have not or do not challenge the position of the dominant Jewish organization, have virtually no impact on the US Congress, the Executive and the mass media in comparison to the Presidents of the Major American Jewish Organizations?

The issue of the ‘silent majority’ is questionable since all Jewish and non-Jewish commentators point to the highly vocal and disproportionate rates of participation of American Jews in the political process, from electoral campaigns to civil society movements. Nor is it clear that the progressive majority lacks the high incomes of the reactionary ‘minority’. There are some Jewish millionaires and even a few billionaires who hold views opposing the leadership of the major Jewish organizations. There are several probable explanations that account for the power of Jewish leaders in shaping US Middle East policy and the relative impotence of the majority of American Jews.

The Poll: A Re-Analysis

The poll results highlighted by progressive Jewish analysts point to the 59% to 31% majority of Jews disapproving the way the US is handling the ‘campaign against terror.” The problem with using the answers to this question to indicate progressive opinion is that a number of Zionist ideologues and their followers also oppose the ‘handling of the campaign’ because it is not sufficiently brutal, authoritarian and arbitrary. Other findings cited include a 67% to 27% majority currently believing that the US should have stayed out of Iraq, a 76% to 23% majority who believe the war is going ‘somewhat’ or ‘very badly’ in Iraq, a 68% to 30% majority believing that the ‘surge’ has either made things worse or has no impact.

Even more important, a large majority (57% to 35%) of American Jews oppose the United States launching a pre-emptive military attack against Iran, even if it were taken ‘to prevent (Iran) from developing nuclear weapons.” The progressive analysts then cite the polls finding that most American Jews are ‘some shade of liberal’ rather than ‘conservative’ (42% to 25%) and overwhelmingly identified as Democrats rather than Republicans by 58% to 15%. Most Jews believe that Democrats will make the ‘right decisions on the war in Iraq (61% to 21%). Finally, the progressives have very favorable views of the top three Democratic presidential candidates.

On the surface these polling results would suggest that American Jews would be at the cutting edge of the congressional anti-war movements, arousing their fellow Jews to join and resurrect the moribund peace movement. Nothing of the sort has occurred.

One reason for the gap between the ‘progressive’ polling results and the actual pro-war behavior of the major American Jewish Organizations is found in several of the opinions not cited by progressive analysts but emphasized by the 52 leaders of the major communal organizations (Daily Alert, December 13, 2007). Over eighty percent (82%) of American Jews agree that ‘the goal of the Arabs is not the return of occupied territories but rather the destruction of Israel’. Only 12% of Jews disagree. And 55% to 37% do not believe Israel and its Arab neighbors will settle their differences and live in peace. On the key issue of a compromise on the key issue of Jerusalem, by 58% to 36% American Jews reject an Israeli compromise to insure a framework for permanent peace.

Given the high salience of being pro-Israel for the majority of American Jews and the fact that the source of their identity stems more from their loyalty to Israel than to the Talmud or religious myths and rituals, then it is clear that both the ‘progressive, majority of Jews and the reactionary minority who head up all the major American Jewish organizations have a fundamental point of agreement and convergence: Support and identity with Israel and its anti-Arab prejudices, its expansion and the dispossession of Palestine. This overriding convergence allows the reactionary Presidents of the Major Jewish Organizations in America to speak for the Jewish community with virtually no opposition from the progressive majority either within or without their organizations. By raising the Israeli flag, repeating clichés about the ‘existential threat’ to Israel at each and every convenient moment, the majority of Jews have bowed their heads and acquiesced or, worst, subordinated their other ‘progressive’ opinions to actively backing the leaders ‘identity’ with Israel. Their franchise on being the recognized Jewish spokespeople intimidates and/or forces progressive Jews to publicly abide to the line that ‘Israel (sic) knows what is best for Israel’ and by extension for all American Jews who identify with Israel.

A second important factor in undermining progressive American Jewish activity against US-Israeli war policy in the Middle East (Lebanon, Iran, Iraq and Palestine) is the influence of Israeli public opinion. A Haaretz report (December 9, 2007) documents a civil rights poll showing that ‘Israel has reached new heights of racism…’, citing a 26% rise in anti-Arab incidents (Association for Civil Rights in Israel Annual Report for 2007). The report cites the doubling of the number of Jews expressing feelings of hatred to Arabs. Fifty percent of Israeli Jews oppose equal rights for their Arab compatriots. According to a Haifa University study, 74% of Jewish youth in Israel think that Arabs are ‘unclean’.

Progressive American Jews, identifying with a racist colonial state, face a dilemma: Whether to act against their primary identity in favor of their progressive opinions or whether to back Israel and submit to its American franchise holders and recognized leaders.

Given these issues, a serious analyst clearly must distinguish between ‘opinions’ and ‘commitment’. While a majority of American Jews may voice private progressive opinions, their commitments based on their identity as Jews rests with the State of Israel and its principal mouthpieces in the US.

This probably explains the unwillingness of progressive Jews to criticize the principal reactionary Jewish leaders and their mass organizations, even worse to attack and slander any critics of the pro-Israel power configuration. Progressive Jews have subordinated their progressive opinions to their loyalty and identity with Israel. Organizationally this has meant that the majority of major American Jewish organizations are still led and controlled by pro-war, pro-Israel leaders. Progressive Jewish organizations are on the fringe of the organizational map, with virtually no influence in the Congress or Presidency and backers of a pro-war Democratic Party and Congress.

Progressive analysts who cite overwhelming Jewish support for the Democratic Party, its top three Presidential candidates and their preference for the liberal label as differentiating them from the leaders of the major organizations, commit an elementary logical and substantive fallacy. Liberals, like the Clintons, supported the wars against Iraq and are among the driving forces promoting a military attack on Iran. The Democratic majority in Congress has backed every military appropriation demanded by the Republicans and the White House. Being Democrat and ‘liberal’ is no indicator of being ‘progressive’ using any foreign policy indicator, from the Middle East wars to destabilizations efforts in Venezuela.

The apparent paradox of progressive anti-war Jews contributing big bucks to pro-war Democrats is based on the latter’s unconditional support for Israel which trumps any ‘dissonance’ that might exist in the head of progressive Jewish political activists.

With the American Pro-Israel Power Configuration leading the way to savaging the National Intelligence Estimate study, released in December 2007, on the absence of an Iranian nuclear weapons program, progressive Jewish opinion is silent or complicit. Worse still, progressive liberal and radical Jewish peace activists have acted as gate-keepers in the anti-war movement – prohibiting any criticism of Israel and labeling individuals or citizen activists critical of the pro-war Zionist lobby as ‘anti-Semites’.

The AJC opinion poll on the high proportion of American Jewish with more progressive opinions than the leadership of all the major mainstream organizations would be officially welcomed if it led to something else besides private opinions compromised by Israeli identities.

3. A 'PAPER COUP' AND BLACKWATER EYES MIDTOWN MANHATTAN

I have argued that in the closing stages of a `fascist shift’, events cascade. I am hearing about them, even across the globe. Here in Australia I hear from the nation’s best-know feminist activist, and former adviser to Paul Keating, Anne Summers, who was also at the time this took place Chair of the Board of Greenpeace International. Summers was detained by armed agents for FIVE HOURS each way in LAX on her way to and from the annual meeting of the board of Greenpeace International in Mexico, and her green card was taken away from her. `I want to call a lawyer’, she told TSA agents. `Ma’am, you do not have a right to call an attorney,’ they replied. `You have not entered the United States.’

Apparently a section of LAX just beyond the security line is asserted to be `not in the United States’ — though it is squarely inside the airport — so the laws of the US do not apply. (This assertion, by the way, should alarm any US citizen who is aware of how the White House argued that Guantanamo is not `in the United States’ - is a legal no-man’s land — so the laws of the US do not apply.) Toward the end of her second five-hour detention she asked, `Why am I being detained?’ `Lady, this is not detention,’ the TSA agent told her. `Detention is when I take you to the cells out back and lock you up.’

Last week in Boston, while attending Pioneers by the Bay, I heard that one of the speakers for our event, an environmentalist named Gunter Pauli, was going to miss the time of his scheduled speech; he had been physically taken OFF THE PLANE by TSA agents and had to take a much later flight. More chillingly, the camerawoman doing my interview said that another well-known environmental writer found that his girlfriend was effectively `disappeared’ for three days as she sought to enter the US from Canada. Lisa Fithian, an anti-globalization activist, was denied entry across the Canadian border in 2001 and was offered the choice of turning back or being arrested.

A friend emails me a story from USA Today about a 24-year-old college graduate who testified before Congress about her family of immigrants and the difficulties they face; shortly afterward, the entire family was arrested by immigration agents. Another online piece reports that Blackwater is setting up operations along the US/Mexico border and an insightful post on Daily Kos describes how the TSA list will revert from the airlines to the management of the Department of Homeland Security shortly and that by February we may well face the need to apply to the State for permission to travel. If this proposed regulation goes through, we will move from 1931 to about 1934–when the borders started to close– with the stroke of a pen. Jews in America have hardwired into their DNA a sense of the distinction between those who got out before the borders closed and those who waited a moment too long.

Why should Congress impeach and prosecute this instant, not waiting till February? Why should this impeachment and prosecution be solidly bipartisan? After February it is the leaders on both sides of the aisle — and the people writing these essays — who are at most risk of being turned back at the border. People who can’t leave in a police state are effectively silenced. And history shows that Republicans are at the exact same risk as Democrats of being violently silenced once liberties are lost. I am reading about IBM’s close, profitable involvement with Nazi Germany — much akin to Prescott Bush’s well-documented close and profitable involvement with Nazi Germany through German industrialist, Fritz Thyssen. Right up to the top of the solidly Nazi hierarchy of the IBM affiliate, corporate executives were terrified of taking a wrong step in the eyes of the Party: `There are concentration camps’, they would whisper to their US backers. The teenage son of one solid Nazi ally was taken hostage when he resisted Party orders.

So alignment with the regime in a police state offers no ultimate protection.

Let us think like business consultants analyzing the decisions of a business that claims it is going to close its door in just a year. What kinds of decisions is it making? Here is a quiz, if you still doubt that we need to shift our thinking and recognize what appears to be ‘a paper coup.’:

Is building a US Embassy in Baghdad the size of eighty football fields and at a cost of well more than half a BILLION dollars evidence of short- or long-term thinking?

- These walls would crumble if the next legitimate president independently ends the war. How about defending and expanding the basis for FISA violations at this late stage — after all, these folks will be gone in a year?

How about the decision to fight so hard for a US attorney who will defend the view that the President is above the law?

- Why would that matter so much in an administration folding its tents?

Why the rush to establish Guantanamo as a permanent part of the landscape and even seek money at one point to double its size — if the next President, a truly independent Republican or Democrat, might just close it down?

Why the push to expand a war that makes no military or popular sense, rush through military tribunals that the next President might just disband, and, by the way, drum up a fresh new World War III?

Do the neo-cons advising Giuliani look like a fresh page for an independent, transparent election or an ideological continuity of government in themselves?

Do these look like the short-term tactics of a fading administration — or the institutional strategic bases for some kind of new long-term beginning?

Why work so hard to make sure that the man who defended the infamous “enemy combatant” concept will be the new Attorney General?

Increasingly, reputable figures are starting to talk about `a coup.’ Jim Hightower notes in an important essay, “Is a Presidential Coup Under Way?,” that a coup is defined in the dictionary as a sudden forced change in the form of government. (He also spells out the basis for a rigorously modeled impeachment and criminal prosecution.) Daniel Ellsberg’s much-emailed speech on recent events notes that, in his view, a `coup’ has already taken place. Ron Rosenbaum speculates in an essay on Slate about the reasons the Bush administration is withholding even from members of Congress its plans for Continuity of Government in an emergency — noting that those worrying about a coup are no longer so marginal. Frank Rich notes the parallels between ourselves and the Good Germans. And Congress belatedly realizes as if waking from a drugged sleep that it might not be okay for the Attorney General to say the President need not obey the law. Congress may realize why Mukasey CAN’T say that `water boarding is torture’ — the minute he does so he has laid the grounds for Bush, Cheney and any number of CIA and Blackwater interrogators to be tried and convicted for war crimes. They are so keenly aware that what they have been doing is criminal that laws such as the Military Commissions Act of 2006 have been drafted specifically to protect them and the torturers and murderers they have directed from criminal prosecution. That is why insisting that Mukasey say that water boarding is torture is, in spite of the alarming apparent defection of Feinstein and Schumer, an important tactic and even the perfect opening for the impeachment bid that Kucinich is bringing on November 6th to be followed by Congressional investigations into possible criminality.

This is the “Blackwater Tactical Weekly.” (Yes, Blackwater has its own weekly e-newsletter.) Look at “Islamist protest in N.Y. - ‘Mushroom cloud on way’” — it is reasonable to speculate that Blackwater is focusing on becoming more active domestically in managing domestic protests and rallies. (Regarding this particular rally, note the repetition of the White House `Mushroom Cloud’ sound-bite and other signs bearing current White House talking points, that are attributed to alleged Muslim protesters in New York City. The US has a long history of using agents provocateurs — people dressed as those they are targeting, who pose as conveying a more violent or threatening message than that of the real group itself or who commit acts of violence to stigmatize the group. The Cointelpro program of the 1970’s discredited many rallies in this way. An alleged or infiltrated violent, threatening Muslim rally would be the perfect defensible trigger for a Blackwater response.)

See also that Blackwater may be exploring the management of private flights in US airports because of a threat or `threat’ to private aircraft. (”Extremists may target private US planes: TSA.”) This entry point to the air travel system would seem defensible — after all Blackwater personnel do in fact guard airports around the world, for example in Bosnia. The danger is that a bleeding of Blackwater into US airport security in general would affect a coup in essence — quite quickly and serenely — even as a coup in fact need not be declared. It is a short step from managing private plane and private airport security to aiding the TSA — which is a branch of Homeland Security — and Homeland Security and Blackwater have already worked in alliance with one another in New Orleans. A TSA agent blogged about having signed up for Blackwater — at ten thousand a month, which is a lot more than TSA agents make now and a real incentive — but I have no evidence of reverse movement. The White House recently announced that the Watch List and No-Fly List together have 775,000 citizens and that they are adding 20,000 A MONTH. This trend on both sides, if not confronted, points to an easy slide to a paramilitarized domestic flight experience in the US and a routine aggressive searching of hundreds of thousands of citizens, the growth being exponential enough so that being aggressively searched could easily soon become a common experience at airports. Nothing at present prevents Blackwater agents from being deployed to help or replace the TSA domestically. Or from being deployed at the next New York City rally such as the one that is being featured on their website. And airports being the lifeline of freedom, if you are scared to fly or can be bullied, interrogated, tasered or worse when flying, you are no longer free. History shows that there is no easy retroactive movement toward a free society once travel is truly restricted.

The Mukasey hesitation on torture is our cue to call a halt to these crimes. (By the way, strapping victims to boards to prepare them for torture was common at Buchenwald.)

Congress must ask:

- What is torture?

- Has it happened?

- Who ordered it?

- How high up the chain of command does this go?

And what does our system of laws say about such crimes and those who commit them?

If it takes hearings and possible prosecutions to restore the rule of law and maintain a free society, then it is past time for the hearings to begin.

4. ARE YOU WITH US… OR AGAINST US?

(The Road from Washington to Karachi to Nuclear Anarchy)

The journey to the martial law just imposed on Pakistan by its self-appointed president, the dictator Pervez Musharraf, began in Washington on September 11, 2001. On that day, it so happened, Pakistan's intelligence chief, Lt. General Mahmood Ahmed, was in town. He was summoned forthwith to meet with Deputy Secretary of State Richard Armitage, who gave him perhaps the earliest preview of the global Bush doctrine then in its formative stages, telling him, "You are either one hundred percent with us or one hundred percent against us."

The next day, the administration, dictating to the dictator, presented seven demands that a Pakistan that wished to be "with us" must meet. These concentrated on gaining its cooperation in assailing Afghanistan's Taliban regime, which had long been nurtured by the Pakistani intelligence services in Afghanistan and had, of course, harbored Osama Bin Laden and his al-Qaeda training camps. Conspicuously missing was any requirement to rein in the activities of Mr. A.Q. Khan, the "father" of Pakistan's nuclear arms, who, with the knowledge of Washington, had been clandestinely hawking the country's nuclear-bomb technology around the Middle East and North Asia for some years.

Musharraf decided to be "with us"; but, as in so many countries, being with the United States in its Global War on Terror turned out to mean not being with one's own people. Although Musharraf, who came to power in a coup in 1999, was already a dictator, he had now taken the politically fateful additional step of very visibly subordinating his dictatorship to the will of a foreign master. In many countries, people will endure a homegrown dictator but rebel against one who seems to be imposed from without, and Musharraf was now courting this danger.

A public opinion poll in September ranking certain leaders according to their popularity suggests what the results have been. Osama bin Laden, at 46% approval, was more popular than Musharraf, at 38%, who in turn was far better liked than President Bush, at a bottom-scraping 7%. There is every reason to believe that, with the imposition of martial law, Musharraf's and Bush's popularity have sunk even further. Wars, whether on terror or anything else, don't tend to go well when the enemy is more popular than those supposedly on one's own side.

Are You with Us?

Even before the Bush administration decided to invade Iraq, the immediate decision to bully Musharraf into compliance defined the shape of the policies that the President would adopt toward a far larger peril that had seemed to wane after the Cold War, but now was clearly on the rise: the gathering nuclear danger. President Bush proposed what was, in fact if not in name, an imperial solution to it. In the new dispensation, nuclear weapons were not to be considered good or bad in themselves; that judgment was to be based solely on whether the nation possessing them was itself judged good or bad (with us, that is, or against us). Iraq, obviously, was judged to be "against us" and suffered the consequences. Pakistan, soon honored by the administration with the somehow ridiculous, newly coined status of "major non-NATO ally," was clearly classified as with us, and so, notwithstanding its nuclear arsenal and abysmal record on proliferation, given the highest rating.

That doctrine constituted a remarkable shift. Previously, the United States had joined with almost the entire world to achieve nonproliferation solely by peaceful, diplomatic means. The great triumph of this effort had been the Nuclear Nonproliferation Treaty, under which 183 nations, dozens quite capable of producing nuclear weapons, eventually agreed to remain without them. In this dispensation, all nuclear weapons were considered bad, and so all proliferation was bad as well. Even existing arsenals, including those of the two superpowers of the Cold War, were supposed to be liquidated over time. Conceptually, at least, one united world had faced one common danger: nuclear arms.

In the new, quickly developing, post-9/11 dispensation, however, the world was to be divided into two camps. The first, led by the United States, consisted of good, democratic countries, many possessing the bomb; the second consisted of bad, repressive countries trying to get the bomb and, of course, their terrorist allies. Nuclear peril, once understood as a problem of supreme importance in its own right, posed by those who already possessed nuclear weapons as well as by potential proliferators, was thus subordinated to the polarizing "war on terror," of which it became a mere sub-category, albeit the most important one. This peril could be found at "the crossroads of radicalism and technology," otherwise called the "nexus of terror and weapons of mass destruction," in the words of the master document of the Bush Doctrine, the 2002 National Security Strategy of the United States of America..

The good camp was assigned the job not of rolling back all nuclear weapons but simply of stopping any members of the bad camp from getting their hands on the bomb. The means would no longer be diplomacy, but "preventive war" (to be waged by the United States). The global Cold War of the late twentieth century was to be replaced by global wars against proliferation – disarmament wars – in the twenty-first. These wars, breaking out wherever in the world proliferation might threaten, would not be cold, but hot indeed, as the invasion of Iraq soon revealed – and as an attack on Iran, now under consideration in Washington, may soon further show.

…Or Against Us?

Vetting and sorting countries into the good and the bad, the with-us and the against-us, proved, however, a far more troublesome business than those in the Bush administration ever imagined. Iraq famously was not as "bad" as alleged, for it turned out to lack the key feature that supposedly warranted attack – weapons of mass destruction. Neither was Pakistan, muscled into the with-us camp so quickly after 9/11, as "good" as alleged. Indeed, these distinctions were entirely artificial, for by any factual and rational reckoning, Pakistan was by far the more dangerous country.

Indeed, the Pakistan of Pervez Musharraf has, by now, become a one-country inventory of all the major forms of the nuclear danger.

*Iraq did not have nuclear weapons; Pakistan did. In 1998, it had conducted a series of five nuclear tests in response to five tests by India, with whom it had fought three conventional wars since its independence in 1947. The danger of interstate nuclear war between the two nations is perhaps higher than anywhere else in the world.

*Both Iraq and Pakistan were dictatorships (though the Iraqi government was incomparably more brutal).

*Iraq did not harbor terrorists; Pakistan did, and does so even more today.

*Iraq, lacking the bomb, could not of course be a nuclear proliferator. Pakistan was, with a vengeance. The arch-proliferator A.Q. Khan, a metallurgist, first purloined nuclear technology from Europe, where he was employed at the uranium enrichment company EURENCO. He then used the fruits of his theft to successfully establish an enrichment program for Pakistan's bomb. After that, the thief turned salesman. Drawing on a globe-spanning network of producers and middlemen – in Turkey, Dubai, and Malaysia, among other countries – he peddled his nuclear wares to Iran, Iraq (which apparently turned down his offer of help), North Korea, Libya, and perhaps others. Seen from without, he had established a clandestine multinational corporation dedicated to nuclear proliferation for a profit.

Seen from within Pakistan, he had managed to create a sort of independent nuclear city-state – a state within a state – in effect privatizing Pakistan's nuclear technology. The extent of the government's connivance in this enterprise is still unknown, but few observers believe Khan's far-flung operations would have been possible without at least the knowledge of officials at the highest levels of that government. Yet all this activity emanating from the "major non-NATO ally" of the Bush administration was overlooked until late 2003, when American and German intelligence intercepted a shipload of nuclear materials bound for Libya, and forced Musharraf to place Khan, a national hero owing to his work on the Pakistani bomb, under house arrest. (Even today, the Pakistani government refuses to make Khan available for interviews with representatives of the International Atomic Energy Agency.)

*Iraqi apparatchiks could not, of course, peddle to terrorists, al-Qaedan or otherwise, technology they did not have, as Bush suggested they would do in seeking to justify his war. The Pakistani apparatchiks, on the other hand, could – and they did. Shortly before September 11, 2001, two leading scientists from Pakistan's nuclear program, Dr. Sultan Bashiruddin Mahmood, the former Director General of the Pakistan Atomic Energy Commission, and Chaudry Abdul Majeed, paid a visit to Osama bin Laden around a campfire in Afghanistan to advise him on how to make or acquire nuclear arms. They, too, are under house arrest.

If, however, the beleaguered Pakistani state, already a balkanized enterprise (as the A.Q. Khan story shows) is overthrown, or if the country starts to fall apart, the danger of insider defections from the nuclear establishment will certainly rise. The problem is not so much that the locks on the doors of nuclear installations – Pakistan's approximately 50 bombs are reportedly spread at sites around the country – will be broken or picked as that those with the keys to the locks will simply switch allegiances and put the materials they guard to new uses. The "nexus" of terrorism and the bomb, the catastrophe the Bush Doctrine was specifically framed to head off, might then be achieved – and in a country that was "for us."

What has failed in Pakistan, as in smashed Iraq, is not just a regional American policy, but the pillars and crossbeams of the entire global Bush doctrine, as announced in late 2001. In both countries, the bullying has failed; popular passions within each have gained the upper hand; and Washington has lost much of its influence. In its application to Pakistan, the doctrine was framed to stop terrorism, but in that country's northern provinces, terrorists have, in fact, entrenched themselves to a degree unimaginable even when the Taliban protected Al-Qaeda's camps before September 11th.

If the Bush Doctrine laid claim to the values of democracy, its man Musharraf now has the distinction, rare even among dictators, of mounting a second military coup to maintain the results of his first one. In a crowning irony, his present crackdown is on democracy activists, not the Taliban, armed Islamic extremists, or al-Qaeda supporters who have established positions in the Swat valley only 150 miles from Islamabad.

Most important, the collapsed doctrine has stoked the nuclear fires it was meant to quench. The dangers of nuclear terrorism, of proliferation, and even of nuclear war (with India, which is dismayed by developments in Pakistan as well as the weak Bush administration response to them) are all on the rise. The imperial solution to these perils has failed. Something new is needed, not just for Pakistan or Iraq, but for the world. Perhaps now someone should try to invent a solution based on imperialism's opposite, democracy, which is to say respect for other countries and the wills of the people who live in them.

5. A TRAGEDY BORN OF MILITARY DESPOTISM AND ANARCHY.
THE ASSASINATION OF BENAZIR BHUTTO HEAPS DESPAIR UPON PAKISTAN. NOW HER PARTY MUST BE DEMOCRATICALLY REBUUILT.

Even those of us sharply critical of Benazir Bhutto’s behaviour and policies - both while she was in office and more recently - are stunned and angered by her death. Indignation and fear stalk the country once again.

An odd coexistence of military despotism and anarchy created the conditions leading to her assassination in Rawalpindi yesterday. In the past, military rule was designed to preserve order - and did so for a few years. No longer. Today it creates disorder and promotes lawlessness. How else can one explain the sacking of the chief justice and eight other judges of the country’s supreme court for attempting to hold the government’s intelligence agencies and the police accountable to courts of law? Their replacements lack the backbone to do anything, let alone conduct a proper inquest into the misdeeds of the agencies to uncover the truth behind the carefully organised killing of a major political leader.

How can Pakistan today be anything but a conflagration of despair? It is assumed that the killers were jihadi fanatics. This may well be true, but were they acting on their own?

Benazir, according to those close to her, had been tempted to boycott the fake elections, but she lacked the political courage to defy Washington. She had plenty of physical courage, and refused to be cowed by threats from local opponents. She had been addressing an election rally in Liaquat Bagh. This is a popular space named after the country’s first prime minister, Liaquat Ali Khan, who was killed by an assassin in 1953. The killer, Said Akbar, was immediately shot dead on the orders of a police officer involved in the plot. Not far from here, there once stood a colonial structure where nationalists were imprisoned. This was Rawalpindi jail. It was here that Benazir’s father, Zulfikar Ali Bhutto, was hanged in April 1979. The military tyrant responsible for his judicial murder made sure the site of the tragedy was destroyed as well.

Zulfikar Ali Bhutto’s death poisoned relations between his Pakistan People’s party and the army. Party activists, particularly in the province of Sind, were brutally tortured, humiliated and, sometimes, disappeared or killed.

Pakistan’s turbulent history, a result of continuous military rule and unpopular global alliances, confronts the ruling elite now with serious choices. They appear to have no positive aims. The overwhelming majority of the country disapproves of the government’s foreign policy. They are angered by its lack of a serious domestic policy except for further enriching a callous and greedy elite that includes a swollen, parasitic military. Now they watch helplessly as politicians are shot dead in front of them.

Benazir had survived the bomb blast yesterday but was felled by bullets fired at her car. The assassins, mindful of their failure in Karachi a month ago, had taken out a double insurance this time. They wanted her dead. It is impossible for even a rigged election to take place now. It will have to be postponed, and the military high command is no doubt contemplating another dose of army rule if the situation gets worse, which could easily happen.

What has happened is a multilayered tragedy. It’s a tragedy for a country on a road to more disasters. Torrents and foaming cataracts lie ahead. And it is a personal tragedy. The house of Bhutto has lost another member. Father, two sons and now a daughter have all died unnatural deaths.

I first met Benazir at her father’s house in Karachi when she was a fun-loving teenager, and later at Oxford. She was not a natural politician and had always wanted to be a diplomat, but history and personal tragedy pushed in the other direction. Her father’s death transformed her. She had become a new person, determined to take on the military dictator of that time. She had moved to a tiny flat in London, where we would endlessly discuss the future of the country. She would agree that land reforms, mass education programmes, a health service and an independent foreign policy were positive constructive aims and crucial if the country was to be saved from the vultures in and out of uniform. Her constituency was the poor, and she was proud of the fact.

She changed again after becoming prime minister. In the early days, we would argue and in response to my numerous complaints - all she would say was that the world had changed. She couldn’t be on the “wrong side” of history. And so, like many others, she made her peace with Washington. It was this that finally led to the deal with Musharraf and her return home after more than a decade in exile. On a number of occasions she told me that she did not fear death. It was one of the dangers of playing politics in Pakistan.

It is difficult to imagine any good coming out of this tragedy, but there is one possibility. Pakistan desperately needs a political party that can speak for the social needs of a bulk of the people. The People’s party founded by Zulfikar Ali Bhutto was built by the activists of the only popular mass movement the country has known: students, peasants and workers who fought for three months in 1968-69 to topple the country’s first military dictator. They saw it as their party, and that feeling persists in some parts of the country to this day, despite everything.

Benazir’s horrific death should give her colleagues pause for reflection. To be dependent on a person or a family may be necessary at certain times, but it is a structural weakness, not a strength for a political organisation. The People’s party needs to be refounded as a modern and democratic organisation, open to honest debate and discussion, defending social and human rights, uniting the many disparate groups and individuals in Pakistan desperate for any halfway decent alternative, and coming forward with concrete proposals to stabilise occupied and war-torn Afghanistan. This can and should be done. The Bhutto family should not be asked for any more sacrifices.

1. JUDICIAL WATCH ANNOUNCES LIST OF WASHINGTON'S "TEN MOST WANTED CORRUPT POLITICANS" FOR 2007

Washington, DC –Judicial Watch, the public interest group that investigates and prosecutes government corruption, today released its 2007 list of Washington’s “Ten Most Wanted Corrupt Politicians.” The list, in alphabetical order, includes:

1. Senator Hillary Rodham Clinton (D-NY): In addition to her long and sordid ethics record, Senator Hillary Clinton took a lot of heat in 2007 – and rightly so – for blocking the release her official White House records. Many suspect these records contain a treasure trove of information related to her role in a number of serious Clinton-era scandals. Moreover, in March 2007, Judicial Watch filed an ethics complaint against Senator Clinton for filing false financial disclosure forms with the U.S. Senate (again). And Hillary’s top campaign contributor, Norman Hsu, was exposed as a felon and a fugitive from justice in 2007. Hsu pleaded guilt to one count of grand theft for defrauding investors as part of a multi-million dollar Ponzi scheme.

2. Rep. John Conyers (D-MI): Conyers reportedly repeatedly violated the law and House ethics rules, forcing his staff to serve as his personal servants, babysitters, valets and campaign workers while on the government payroll. While the House Ethics Committee investigated these allegations in 2006, and substantiated a number of the accusations against Conyers, the committee blamed the staff and required additional administrative record-keeping and employee training. Judicial Watch obtained documentation in 2007 from a former Conyers staffer that sheds new light on the activities and conduct on the part of the Michigan congressman, which appear to be at a minimum inappropriate and likely unlawful. Judicial Watch called on the Attorney General in 2007 to investigate the matter.

3. Senator Larry Craig (R-ID): In one of the most shocking scandals of 2007, Senator Craig was caught by police attempting to solicit sex in a Minneapolis International Airport men’s bathroom during the summer. Senator Craig reportedly “sent signals” to a police officer in an adjacent stall that he wanted to engage in sexual activity. When the police officer showed Craig his police identification under the bathroom stall divider and pointed toward the exit, the senator reportedly exclaimed 'No!'” When asked to produce identification, Craig presented police his U.S. Senate business card and said, “What do you think of that?” The power play didn’t work. Craig was arrested, charged and entered a guilty plea. Despite enormous pressure from his Republican colleagues to resign from the Senate, Craig refused.

4. Senator Diane Feinstein (D-CA): As a member of the Senate Appropriations Committee's subcommittee on military construction, Feinstein reviewed military construction government contracts, some of which were ultimately awarded to URS Corporation and Perini, companies then owned by Feinstein's husband, Richard Blum. While the Pentagon ultimately awards military contracts, there is a reason for the review process. The Senate's subcommittee on Military Construction's approval carries weight. Sen. Feinstein, therefore, likely had influence over the decision making process. Senator Feinstein also attempted to undermine ethics reform in 2007, arguing in favor of a perk that allows members of Congress to book multiple airline flights and then cancel them without financial penalty. Judicial Watch’s investigation into this matter is ongoing.

5. Former New York Mayor Rudy Giuliani (R-NY): Giuliani came under fire in late 2007 after it was discovered the former New York mayor’s office “billed obscure city agencies for tens of thousands of dollars in security expenses amassed during the time when he was beginning an extramarital relationship with future wife Judith Nathan in the Hamptons…” ABC News also reported that Giuliani provided Nathan with a police vehicle and a city driver at taxpayer expense. All of this news came on the heels of the federal indictment on corruption charges of Giuliani’s former Police Chief and business partner Bernard Kerik, who pleaded guilty in 2006 to accepting a $165,000 bribe in the form of renovations to his Bronx apartment from a construction company attempting to land city contracts.

6. Governor Mike Huckabee (R-AR): Governor Huckabee enjoyed a meteoric rise in the polls in December 2007, which prompted a more thorough review of his ethics record. According to The Associated Press: “[Huckabee’s] career has also been colored by 14 ethics complaints and a volley of questions about his integrity, ranging from his management of campaign cash to his use of a nonprofit organization to subsidize his income to his destruction of state computer files on his way out of the governor’s office.” And what was Governor Huckabee’s response to these ethics allegations? Rather than cooperating with investigators, Huckabee sued the state ethics commission twice and attempted to shut the ethics process down.

7. I. Lewis “Scooter” Libby: Libby, former Chief of Staff to Vice President Dick Cheney, was sentenced to 30 months in prison and fined $250,000 for lying and obstructing the Valerie Plame CIA leak investigation. Libby was found guilty of four felonies -- two counts of perjury, one count of making false statements to the FBI and one count of obstructing justice – all serious crimes. Unfortunately, Libby was largely let off the hook. In an appalling lack of judgment, President Bush issued “Executive Clemency” to Libby and commuted the sentence.

8. Senator Barack Obama (D-IL): A “Dishonorable Mention” last year, Senator Obama moves onto the “ten most wanted” list in 2007. In 2006, it was discovered that Obama was involved in a suspicious real estate deal with an indicted political fundraiser, Antoin “Tony” Rezko. In 2007, more reports surfaced of deeper and suspicious business and political connections It was reported that just two months after he joined the Senate, Obama purchased $50,000 worth of stock in speculative companies whose major investors were his biggest campaign contributors. One of the companies was a biotech concern that benefited from legislation Obama pushed just two weeks after the senator purchased $5,000 of the company’s shares. Obama was also nabbed conducting campaign business in his Senate office, a violation of federal law.

9. Rep. Nancy Pelosi (D-CA): House Speaker Nancy Pelosi, who promised a new era of ethics enforcement in the House of Representatives, snuck a $25 million gift to her husband, Paul Pelosi, in a $15 billion Water Resources Development Act recently passed by Congress. The pet project involved renovating ports in Speaker Pelosi's home base of San Francisco. Pelosi just happens to own apartment buildings near the areas targeted for improvement, and will almost certainly experience a significant boost in property value as a result of Pelosi's earmark. Earlier in the year, Pelosi found herself in hot water for demanding access to a luxury Air Force jet to ferry the Speaker and her entourage back and forth from San Francisco non-stop, in unprecedented request which was wisely rejected by the Pentagon. And under Pelosi’s leadership, the House ethics process remains essentially shut down – which protects members in both parties from accountability.

10. Senator Harry Reid (D-NV): Over the last few years, Reid has been embroiled in a series of scandals that cast serious doubt on his credibility as a self-professed champion of government ethics, and 2007 was no different. According to The Los Angeles Times, over the last four years, Reid has used his influence in Washington to help a developer, Havey Whittemore, clear obstacles for a profitable real estate deal. As the project advanced, the Times reported, “Reid received tens of thousands of dollars in campaign contributions from Whittemore.” Whittemore also hired one of Reid’s sons (Leif) as his personal lawyer and then promptly handed the junior Reid the responsibility of negotiating the real estate deal with federal officials. Leif Reid even called his father’s office to talk about how to obtain the proper EPA permits, a clear conflict of interest.

2. AMERICAN JEWS ON WAR AND PEACE

(WHAT DO THE POLLS TELL US AND NOT TELL US?)

Once again, a poll recently released by the American Jewish Committee (AJC) (1) has confirmed that on some questions of major significance there are vast differences between the opinion of the Presidents of the Major American Jewish Organizations and the mass of American Jews. On questions of the Iraq war, the escalation of US military forces in Iraq (the ‘Surge’) and military action against Iran, most Jewish Americans differ from the leaders of the major American Jewish organizations.

Most liberal, progressive or radical Jewish commentators have emphasized these differences to argue, “most American Jews resoundingly reject the Middle East militarism and GOP foreign policy championed by right-wing Jewish factions.”(2) This progressive interpretation however avoids an even more fundamental question: How is it that a majority of US Jews who, according to the AJC poll (and several others going back over two decades) differ with the principal American Jewish organizations, have not or do not challenge the position of the dominant Jewish organization, have virtually no impact on the US Congress, the Executive and the mass media in comparison to the Presidents of the Major American Jewish Organizations?

The issue of the ‘silent majority’ is questionable since all Jewish and non-Jewish commentators point to the highly vocal and disproportionate rates of participation of American Jews in the political process, from electoral campaigns to civil society movements. Nor is it clear that the progressive majority lacks the high incomes of the reactionary ‘minority’. There are some Jewish millionaires and even a few billionaires who hold views opposing the leadership of the major Jewish organizations. There are several probable explanations that account for the power of Jewish leaders in shaping US Middle East policy and the relative impotence of the majority of American Jews.

The Poll: A Re-Analysis

The poll results highlighted by progressive Jewish analysts point to the 59% to 31% majority of Jews disapproving the way the US is handling the ‘campaign against terror.” The problem with using the answers to this question to indicate progressive opinion is that a number of Zionist ideologues and their followers also oppose the ‘handling of the campaign’ because it is not sufficiently brutal, authoritarian and arbitrary. Other findings cited include a 67% to 27% majority currently believing that the US should have stayed out of Iraq, a 76% to 23% majority who believe the war is going ‘somewhat’ or ‘very badly’ in Iraq, a 68% to 30% majority believing that the ‘surge’ has either made things worse or has no impact.

Even more important, a large majority (57% to 35%) of American Jews oppose the United States launching a pre-emptive military attack against Iran, even if it were taken ‘to prevent (Iran) from developing nuclear weapons.” The progressive analysts then cite the polls finding that most American Jews are ‘some shade of liberal’ rather than ‘conservative’ (42% to 25%) and overwhelmingly identified as Democrats rather than Republicans by 58% to 15%. Most Jews believe that Democrats will make the ‘right decisions on the war in Iraq (61% to 21%). Finally, the progressives have very favorable views of the top three Democratic presidential candidates.

On the surface these polling results would suggest that American Jews would be at the cutting edge of the congressional anti-war movements, arousing their fellow Jews to join and resurrect the moribund peace movement. Nothing of the sort has occurred.

One reason for the gap between the ‘progressive’ polling results and the actual pro-war behavior of the major American Jewish Organizations is found in several of the opinions not cited by progressive analysts but emphasized by the 52 leaders of the major communal organizations (Daily Alert, December 13, 2007). Over eighty percent (82%) of American Jews agree that ‘the goal of the Arabs is not the return of occupied territories but rather the destruction of Israel’. Only 12% of Jews disagree. And 55% to 37% do not believe Israel and its Arab neighbors will settle their differences and live in peace. On the key issue of a compromise on the key issue of Jerusalem, by 58% to 36% American Jews reject an Israeli compromise to insure a framework for permanent peace.

Given the high salience of being pro-Israel for the majority of American Jews and the fact that the source of their identity stems more from their loyalty to Israel than to the Talmud or religious myths and rituals, then it is clear that both the ‘progressive, majority of Jews and the reactionary minority who head up all the major American Jewish organizations have a fundamental point of agreement and convergence: Support and identity with Israel and its anti-Arab prejudices, its expansion and the dispossession of Palestine. This overriding convergence allows the reactionary Presidents of the Major Jewish Organizations in America to speak for the Jewish community with virtually no opposition from the progressive majority either within or without their organizations. By raising the Israeli flag, repeating clichés about the ‘existential threat’ to Israel at each and every convenient moment, the majority of Jews have bowed their heads and acquiesced or, worst, subordinated their other ‘progressive’ opinions to actively backing the leaders ‘identity’ with Israel. Their franchise on being the recognized Jewish spokespeople intimidates and/or forces progressive Jews to publicly abide to the line that ‘Israel (sic) knows what is best for Israel’ and by extension for all American Jews who identify with Israel.

A second important factor in undermining progressive American Jewish activity against US-Israeli war policy in the Middle East (Lebanon, Iran, Iraq and Palestine) is the influence of Israeli public opinion. A Haaretz report (December 9, 2007) documents a civil rights poll showing that ‘Israel has reached new heights of racism…’, citing a 26% rise in anti-Arab incidents (Association for Civil Rights in Israel Annual Report for 2007). The report cites the doubling of the number of Jews expressing feelings of hatred to Arabs. Fifty percent of Israeli Jews oppose equal rights for their Arab compatriots. According to a Haifa University study, 74% of Jewish youth in Israel think that Arabs are ‘unclean’.

Progressive American Jews, identifying with a racist colonial state, face a dilemma: Whether to act against their primary identity in favor of their progressive opinions or whether to back Israel and submit to its American franchise holders and recognized leaders.

Given these issues, a serious analyst clearly must distinguish between ‘opinions’ and ‘commitment’. While a majority of American Jews may voice private progressive opinions, their commitments based on their identity as Jews rests with the State of Israel and its principal mouthpieces in the US.

This probably explains the unwillingness of progressive Jews to criticize the principal reactionary Jewish leaders and their mass organizations, even worse to attack and slander any critics of the pro-Israel power configuration. Progressive Jews have subordinated their progressive opinions to their loyalty and identity with Israel. Organizationally this has meant that the majority of major American Jewish organizations are still led and controlled by pro-war, pro-Israel leaders. Progressive Jewish organizations are on the fringe of the organizational map, with virtually no influence in the Congress or Presidency and backers of a pro-war Democratic Party and Congress.

Progressive analysts who cite overwhelming Jewish support for the Democratic Party, its top three Presidential candidates and their preference for the liberal label as differentiating them from the leaders of the major organizations, commit an elementary logical and substantive fallacy. Liberals, like the Clintons, supported the wars against Iraq and are among the driving forces promoting a military attack on Iran. The Democratic majority in Congress has backed every military appropriation demanded by the Republicans and the White House. Being Democrat and ‘liberal’ is no indicator of being ‘progressive’ using any foreign policy indicator, from the Middle East wars to destabilizations efforts in Venezuela.

The apparent paradox of progressive anti-war Jews contributing big bucks to pro-war Democrats is based on the latter’s unconditional support for Israel which trumps any ‘dissonance’ that might exist in the head of progressive Jewish political activists.

With the American Pro-Israel Power Configuration leading the way to savaging the National Intelligence Estimate study, released in December 2007, on the absence of an Iranian nuclear weapons program, progressive Jewish opinion is silent or complicit. Worse still, progressive liberal and radical Jewish peace activists have acted as gate-keepers in the anti-war movement – prohibiting any criticism of Israel and labeling individuals or citizen activists critical of the pro-war Zionist lobby as ‘anti-Semites’.

The AJC opinion poll on the high proportion of American Jewish with more progressive opinions than the leadership of all the major mainstream organizations would be officially welcomed if it led to something else besides private opinions compromised by Israeli identities.

3. A 'PAPER COUP' AND BLACKWATER EYES MIDTOWN MANHATTAN

I have argued that in the closing stages of a `fascist shift’, events cascade. I am hearing about them, even across the globe. Here in Australia I hear from the nation’s best-know feminist activist, and former adviser to Paul Keating, Anne Summers, who was also at the time this took place Chair of the Board of Greenpeace International. Summers was detained by armed agents for FIVE HOURS each way in LAX on her way to and from the annual meeting of the board of Greenpeace International in Mexico, and her green card was taken away from her. `I want to call a lawyer’, she told TSA agents. `Ma’am, you do not have a right to call an attorney,’ they replied. `You have not entered the United States.’

Apparently a section of LAX just beyond the security line is asserted to be `not in the United States’ — though it is squarely inside the airport — so the laws of the US do not apply. (This assertion, by the way, should alarm any US citizen who is aware of how the White House argued that Guantanamo is not `in the United States’ - is a legal no-man’s land — so the laws of the US do not apply.) Toward the end of her second five-hour detention she asked, `Why am I being detained?’ `Lady, this is not detention,’ the TSA agent told her. `Detention is when I take you to the cells out back and lock you up.’

Last week in Boston, while attending Pioneers by the Bay, I heard that one of the speakers for our event, an environmentalist named Gunter Pauli, was going to miss the time of his scheduled speech; he had been physically taken OFF THE PLANE by TSA agents and had to take a much later flight. More chillingly, the camerawoman doing my interview said that another well-known environmental writer found that his girlfriend was effectively `disappeared’ for three days as she sought to enter the US from Canada. Lisa Fithian, an anti-globalization activist, was denied entry across the Canadian border in 2001 and was offered the choice of turning back or being arrested.

A friend emails me a story from USA Today about a 24-year-old college graduate who testified before Congress about her family of immigrants and the difficulties they face; shortly afterward, the entire family was arrested by immigration agents. Another online piece reports that Blackwater is setting up operations along the US/Mexico border and an insightful post on Daily Kos describes how the TSA list will revert from the airlines to the management of the Department of Homeland Security shortly and that by February we may well face the need to apply to the State for permission to travel. If this proposed regulation goes through, we will move from 1931 to about 1934–when the borders started to close– with the stroke of a pen. Jews in America have hardwired into their DNA a sense of the distinction between those who got out before the borders closed and those who waited a moment too long.

Why should Congress impeach and prosecute this instant, not waiting till February? Why should this impeachment and prosecution be solidly bipartisan? After February it is the leaders on both sides of the aisle — and the people writing these essays — who are at most risk of being turned back at the border. People who can’t leave in a police state are effectively silenced. And history shows that Republicans are at the exact same risk as Democrats of being violently silenced once liberties are lost. I am reading about IBM’s close, profitable involvement with Nazi Germany — much akin to Prescott Bush’s well-documented close and profitable involvement with Nazi Germany through German industrialist, Fritz Thyssen. Right up to the top of the solidly Nazi hierarchy of the IBM affiliate, corporate executives were terrified of taking a wrong step in the eyes of the Party: `There are concentration camps’, they would whisper to their US backers. The teenage son of one solid Nazi ally was taken hostage when he resisted Party orders.

So alignment with the regime in a police state offers no ultimate protection.

Let us think like business consultants analyzing the decisions of a business that claims it is going to close its door in just a year. What kinds of decisions is it making? Here is a quiz, if you still doubt that we need to shift our thinking and recognize what appears to be ‘a paper coup.’:

Is building a US Embassy in Baghdad the size of eighty football fields and at a cost of well more than half a BILLION dollars evidence of short- or long-term thinking?

- These walls would crumble if the next legitimate president independently ends the war. How about defending and expanding the basis for FISA violations at this late stage — after all, these folks will be gone in a year?

How about the decision to fight so hard for a US attorney who will defend the view that the President is above the law?

- Why would that matter so much in an administration folding its tents?

Why the rush to establish Guantanamo as a permanent part of the landscape and even seek money at one point to double its size — if the next President, a truly independent Republican or Democrat, might just close it down?

Why the push to expand a war that makes no military or popular sense, rush through military tribunals that the next President might just disband, and, by the way, drum up a fresh new World War III?

Do the neo-cons advising Giuliani look like a fresh page for an independent, transparent election or an ideological continuity of government in themselves?

Do these look like the short-term tactics of a fading administration — or the institutional strategic bases for some kind of new long-term beginning?

Why work so hard to make sure that the man who defended the infamous “enemy combatant” concept will be the new Attorney General?

Increasingly, reputable figures are starting to talk about `a coup.’ Jim Hightower notes in an important essay, “Is a Presidential Coup Under Way?,” that a coup is defined in the dictionary as a sudden forced change in the form of government. (He also spells out the basis for a rigorously modeled impeachment and criminal prosecution.) Daniel Ellsberg’s much-emailed speech on recent events notes that, in his view, a `coup’ has already taken place. Ron Rosenbaum speculates in an essay on Slate about the reasons the Bush administration is withholding even from members of Congress its plans for Continuity of Government in an emergency — noting that those worrying about a coup are no longer so marginal. Frank Rich notes the parallels between ourselves and the Good Germans. And Congress belatedly realizes as if waking from a drugged sleep that it might not be okay for the Attorney General to say the President need not obey the law. Congress may realize why Mukasey CAN’T say that `water boarding is torture’ — the minute he does so he has laid the grounds for Bush, Cheney and any number of CIA and Blackwater interrogators to be tried and convicted for war crimes. They are so keenly aware that what they have been doing is criminal that laws such as the Military Commissions Act of 2006 have been drafted specifically to protect them and the torturers and murderers they have directed from criminal prosecution. That is why insisting that Mukasey say that water boarding is torture is, in spite of the alarming apparent defection of Feinstein and Schumer, an important tactic and even the perfect opening for the impeachment bid that Kucinich is bringing on November 6th to be followed by Congressional investigations into possible criminality.

This is the “Blackwater Tactical Weekly.” (Yes, Blackwater has its own weekly e-newsletter.) Look at “Islamist protest in N.Y. - ‘Mushroom cloud on way’” — it is reasonable to speculate that Blackwater is focusing on becoming more active domestically in managing domestic protests and rallies. (Regarding this particular rally, note the repetition of the White House `Mushroom Cloud’ sound-bite and other signs bearing current White House talking points, that are attributed to alleged Muslim protesters in New York City. The US has a long history of using agents provocateurs — people dressed as those they are targeting, who pose as conveying a more violent or threatening message than that of the real group itself or who commit acts of violence to stigmatize the group. The Cointelpro program of the 1970’s discredited many rallies in this way. An alleged or infiltrated violent, threatening Muslim rally would be the perfect defensible trigger for a Blackwater response.)

See also that Blackwater may be exploring the management of private flights in US airports because of a threat or `threat’ to private aircraft. (”Extremists may target private US planes: TSA.”) This entry point to the air travel system would seem defensible — after all Blackwater personnel do in fact guard airports around the world, for example in Bosnia. The danger is that a bleeding of Blackwater into US airport security in general would affect a coup in essence — quite quickly and serenely — even as a coup in fact need not be declared. It is a short step from managing private plane and private airport security to aiding the TSA — which is a branch of Homeland Security — and Homeland Security and Blackwater have already worked in alliance with one another in New Orleans. A TSA agent blogged about having signed up for Blackwater — at ten thousand a month, which is a lot more than TSA agents make now and a real incentive — but I have no evidence of reverse movement. The White House recently announced that the Watch List and No-Fly List together have 775,000 citizens and that they are adding 20,000 A MONTH. This trend on both sides, if not confronted, points to an easy slide to a paramilitarized domestic flight experience in the US and a routine aggressive searching of hundreds of thousands of citizens, the growth being exponential enough so that being aggressively searched could easily soon become a common experience at airports. Nothing at present prevents Blackwater agents from being deployed to help or replace the TSA domestically. Or from being deployed at the next New York City rally such as the one that is being featured on their website. And airports being the lifeline of freedom, if you are scared to fly or can be bullied, interrogated, tasered or worse when flying, you are no longer free. History shows that there is no easy retroactive movement toward a free society once travel is truly restricted.

The Mukasey hesitation on torture is our cue to call a halt to these crimes. (By the way, strapping victims to boards to prepare them for torture was common at Buchenwald.)

Congress must ask:

- What is torture?

- Has it happened?

- Who ordered it?

- How high up the chain of command does this go?

And what does our system of laws say about such crimes and those who commit them?

If it takes hearings and possible prosecutions to restore the rule of law and maintain a free society, then it is past time for the hearings to begin.

4. ARE YOU WITH US… OR AGAINST US?

(The Road from Washington to Karachi to Nuclear Anarchy)

The journey to the martial law just imposed on Pakistan by its self-appointed president, the dictator Pervez Musharraf, began in Washington on September 11, 2001. On that day, it so happened, Pakistan's intelligence chief, Lt. General Mahmood Ahmed, was in town. He was summoned forthwith to meet with Deputy Secretary of State Richard Armitage, who gave him perhaps the earliest preview of the global Bush doctrine then in its formative stages, telling him, "You are either one hundred percent with us or one hundred percent against us."

The next day, the administration, dictating to the dictator, presented seven demands that a Pakistan that wished to be "with us" must meet. These concentrated on gaining its cooperation in assailing Afghanistan's Taliban regime, which had long been nurtured by the Pakistani intelligence services in Afghanistan and had, of course, harbored Osama Bin Laden and his al-Qaeda training camps. Conspicuously missing was any requirement to rein in the activities of Mr. A.Q. Khan, the "father" of Pakistan's nuclear arms, who, with the knowledge of Washington, had been clandestinely hawking the country's nuclear-bomb technology around the Middle East and North Asia for some years.

Musharraf decided to be "with us"; but, as in so many countries, being with the United States in its Global War on Terror turned out to mean not being with one's own people. Although Musharraf, who came to power in a coup in 1999, was already a dictator, he had now taken the politically fateful additional step of very visibly subordinating his dictatorship to the will of a foreign master. In many countries, people will endure a homegrown dictator but rebel against one who seems to be imposed from without, and Musharraf was now courting this danger.

A public opinion poll in September ranking certain leaders according to their popularity suggests what the results have been. Osama bin Laden, at 46% approval, was more popular than Musharraf, at 38%, who in turn was far better liked than President Bush, at a bottom-scraping 7%. There is every reason to believe that, with the imposition of martial law, Musharraf's and Bush's popularity have sunk even further. Wars, whether on terror or anything else, don't tend to go well when the enemy is more popular than those supposedly on one's own side.

Are You with Us?

Even before the Bush administration decided to invade Iraq, the immediate decision to bully Musharraf into compliance defined the shape of the policies that the President would adopt toward a far larger peril that had seemed to wane after the Cold War, but now was clearly on the rise: the gathering nuclear danger. President Bush proposed what was, in fact if not in name, an imperial solution to it. In the new dispensation, nuclear weapons were not to be considered good or bad in themselves; that judgment was to be based solely on whether the nation possessing them was itself judged good or bad (with us, that is, or against us). Iraq, obviously, was judged to be "against us" and suffered the consequences. Pakistan, soon honored by the administration with the somehow ridiculous, newly coined status of "major non-NATO ally," was clearly classified as with us, and so, notwithstanding its nuclear arsenal and abysmal record on proliferation, given the highest rating.

That doctrine constituted a remarkable shift. Previously, the United States had joined with almost the entire world to achieve nonproliferation solely by peaceful, diplomatic means. The great triumph of this effort had been the Nuclear Nonproliferation Treaty, under which 183 nations, dozens quite capable of producing nuclear weapons, eventually agreed to remain without them. In this dispensation, all nuclear weapons were considered bad, and so all proliferation was bad as well. Even existing arsenals, including those of the two superpowers of the Cold War, were supposed to be liquidated over time. Conceptually, at least, one united world had faced one common danger: nuclear arms.

In the new, quickly developing, post-9/11 dispensation, however, the world was to be divided into two camps. The first, led by the United States, consisted of good, democratic countries, many possessing the bomb; the second consisted of bad, repressive countries trying to get the bomb and, of course, their terrorist allies. Nuclear peril, once understood as a problem of supreme importance in its own right, posed by those who already possessed nuclear weapons as well as by potential proliferators, was thus subordinated to the polarizing "war on terror," of which it became a mere sub-category, albeit the most important one. This peril could be found at "the crossroads of radicalism and technology," otherwise called the "nexus of terror and weapons of mass destruction," in the words of the master document of the Bush Doctrine, the 2002 National Security Strategy of the United States of America..

The good camp was assigned the job not of rolling back all nuclear weapons but simply of stopping any members of the bad camp from getting their hands on the bomb. The means would no longer be diplomacy, but "preventive war" (to be waged by the United States). The global Cold War of the late twentieth century was to be replaced by global wars against proliferation – disarmament wars – in the twenty-first. These wars, breaking out wherever in the world proliferation might threaten, would not be cold, but hot indeed, as the invasion of Iraq soon revealed – and as an attack on Iran, now under consideration in Washington, may soon further show.

…Or Against Us?

Vetting and sorting countries into the good and the bad, the with-us and the against-us, proved, however, a far more troublesome business than those in the Bush administration ever imagined. Iraq famously was not as "bad" as alleged, for it turned out to lack the key feature that supposedly warranted attack – weapons of mass destruction. Neither was Pakistan, muscled into the with-us camp so quickly after 9/11, as "good" as alleged. Indeed, these distinctions were entirely artificial, for by any factual and rational reckoning, Pakistan was by far the more dangerous country.

Indeed, the Pakistan of Pervez Musharraf has, by now, become a one-country inventory of all the major forms of the nuclear danger.

*Iraq did not have nuclear weapons; Pakistan did. In 1998, it had conducted a series of five nuclear tests in response to five tests by India, with whom it had fought three conventional wars since its independence in 1947. The danger of interstate nuclear war between the two nations is perhaps higher than anywhere else in the world.

*Both Iraq and Pakistan were dictatorships (though the Iraqi government was incomparably more brutal).

*Iraq did not harbor terrorists; Pakistan did, and does so even more today.

*Iraq, lacking the bomb, could not of course be a nuclear proliferator. Pakistan was, with a vengeance. The arch-proliferator A.Q. Khan, a metallurgist, first purloined nuclear technology from Europe, where he was employed at the uranium enrichment company EURENCO. He then used the fruits of his theft to successfully establish an enrichment program for Pakistan's bomb. After that, the thief turned salesman. Drawing on a globe-spanning network of producers and middlemen – in Turkey, Dubai, and Malaysia, among other countries – he peddled his nuclear wares to Iran, Iraq (which apparently turned down his offer of help), North Korea, Libya, and perhaps others. Seen from without, he had established a clandestine multinational corporation dedicated to nuclear proliferation for a profit.

Seen from within Pakistan, he had managed to create a sort of independent nuclear city-state – a state within a state – in effect privatizing Pakistan's nuclear technology. The extent of the government's connivance in this enterprise is still unknown, but few observers believe Khan's far-flung operations would have been possible without at least the knowledge of officials at the highest levels of that government. Yet all this activity emanating from the "major non-NATO ally" of the Bush administration was overlooked until late 2003, when American and German intelligence intercepted a shipload of nuclear materials bound for Libya, and forced Musharraf to place Khan, a national hero owing to his work on the Pakistani bomb, under house arrest. (Even today, the Pakistani government refuses to make Khan available for interviews with representatives of the International Atomic Energy Agency.)

*Iraqi apparatchiks could not, of course, peddle to terrorists, al-Qaedan or otherwise, technology they did not have, as Bush suggested they would do in seeking to justify his war. The Pakistani apparatchiks, on the other hand, could – and they did. Shortly before September 11, 2001, two leading scientists from Pakistan's nuclear program, Dr. Sultan Bashiruddin Mahmood, the former Director General of the Pakistan Atomic Energy Commission, and Chaudry Abdul Majeed, paid a visit to Osama bin Laden around a campfire in Afghanistan to advise him on how to make or acquire nuclear arms. They, too, are under house arrest.

If, however, the beleaguered Pakistani state, already a balkanized enterprise (as the A.Q. Khan story shows) is overthrown, or if the country starts to fall apart, the danger of insider defections from the nuclear establishment will certainly rise. The problem is not so much that the locks on the doors of nuclear installations – Pakistan's approximately 50 bombs are reportedly spread at sites around the country – will be broken or picked as that those with the keys to the locks will simply switch allegiances and put the materials they guard to new uses. The "nexus" of terrorism and the bomb, the catastrophe the Bush Doctrine was specifically framed to head off, might then be achieved – and in a country that was "for us."

What has failed in Pakistan, as in smashed Iraq, is not just a regional American policy, but the pillars and crossbeams of the entire global Bush doctrine, as announced in late 2001. In both countries, the bullying has failed; popular passions within each have gained the upper hand; and Washington has lost much of its influence. In its application to Pakistan, the doctrine was framed to stop terrorism, but in that country's northern provinces, terrorists have, in fact, entrenched themselves to a degree unimaginable even when the Taliban protected Al-Qaeda's camps before September 11th.

If the Bush Doctrine laid claim to the values of democracy, its man Musharraf now has the distinction, rare even among dictators, of mounting a second military coup to maintain the results of his first one. In a crowning irony, his present crackdown is on democracy activists, not the Taliban, armed Islamic extremists, or al-Qaeda supporters who have established positions in the Swat valley only 150 miles from Islamabad.

Most important, the collapsed doctrine has stoked the nuclear fires it was meant to quench. The dangers of nuclear terrorism, of proliferation, and even of nuclear war (with India, which is dismayed by developments in Pakistan as well as the weak Bush administration response to them) are all on the rise. The imperial solution to these perils has failed. Something new is needed, not just for Pakistan or Iraq, but for the world. Perhaps now someone should try to invent a solution based on imperialism's opposite, democracy, which is to say respect for other countries and the wills of the people who live in them.

5. A TRAGEDY BORN OF MILITARY DESPOTISM AND ANARCHY.
THE ASSASINATION OF BENAZIR BHUTTO HEAPS DESPAIR UPON PAKISTAN. NOW HER PARTY MUST BE DEMOCRATICALLY REBUUILT.

Even those of us sharply critical of Benazir Bhutto’s behaviour and policies - both while she was in office and more recently - are stunned and angered by her death. Indignation and fear stalk the country once again.

An odd coexistence of military despotism and anarchy created the conditions leading to her assassination in Rawalpindi yesterday. In the past, military rule was designed to preserve order - and did so for a few years. No longer. Today it creates disorder and promotes lawlessness. How else can one explain the sacking of the chief justice and eight other judges of the country’s supreme court for attempting to hold the government’s intelligence agencies and the police accountable to courts of law? Their replacements lack the backbone to do anything, let alone conduct a proper inquest into the misdeeds of the agencies to uncover the truth behind the carefully organised killing of a major political leader.

How can Pakistan today be anything but a conflagration of despair? It is assumed that the killers were jihadi fanatics. This may well be true, but were they acting on their own?

Benazir, according to those close to her, had been tempted to boycott the fake elections, but she lacked the political courage to defy Washington. She had plenty of physical courage, and refused to be cowed by threats from local opponents. She had been addressing an election rally in Liaquat Bagh. This is a popular space named after the country’s first prime minister, Liaquat Ali Khan, who was killed by an assassin in 1953. The killer, Said Akbar, was immediately shot dead on the orders of a police officer involved in the plot. Not far from here, there once stood a colonial structure where nationalists were imprisoned. This was Rawalpindi jail. It was here that Benazir’s father, Zulfikar Ali Bhutto, was hanged in April 1979. The military tyrant responsible for his judicial murder made sure the site of the tragedy was destroyed as well.

Zulfikar Ali Bhutto’s death poisoned relations between his Pakistan People’s party and the army. Party activists, particularly in the province of Sind, were brutally tortured, humiliated and, sometimes, disappeared or killed.

Pakistan’s turbulent history, a result of continuous military rule and unpopular global alliances, confronts the ruling elite now with serious choices. They appear to have no positive aims. The overwhelming majority of the country disapproves of the government’s foreign policy. They are angered by its lack of a serious domestic policy except for further enriching a callous and greedy elite that includes a swollen, parasitic military. Now they watch helplessly as politicians are shot dead in front of them.

Benazir had survived the bomb blast yesterday but was felled by bullets fired at her car. The assassins, mindful of their failure in Karachi a month ago, had taken out a double insurance this time. They wanted her dead. It is impossible for even a rigged election to take place now. It will have to be postponed, and the military high command is no doubt contemplating another dose of army rule if the situation gets worse, which could easily happen.

What has happened is a multilayered tragedy. It’s a tragedy for a country on a road to more disasters. Torrents and foaming cataracts lie ahead. And it is a personal tragedy. The house of Bhutto has lost another member. Father, two sons and now a daughter have all died unnatural deaths.

I first met Benazir at her father’s house in Karachi when she was a fun-loving teenager, and later at Oxford. She was not a natural politician and had always wanted to be a diplomat, but history and personal tragedy pushed in the other direction. Her father’s death transformed her. She had become a new person, determined to take on the military dictator of that time. She had moved to a tiny flat in London, where we would endlessly discuss the future of the country. She would agree that land reforms, mass education programmes, a health service and an independent foreign policy were positive constructive aims and crucial if the country was to be saved from the vultures in and out of uniform. Her constituency was the poor, and she was proud of the fact.

She changed again after becoming prime minister. In the early days, we would argue and in response to my numerous complaints - all she would say was that the world had changed. She couldn’t be on the “wrong side” of history. And so, like many others, she made her peace with Washington. It was this that finally led to the deal with Musharraf and her return home after more than a decade in exile. On a number of occasions she told me that she did not fear death. It was one of the dangers of playing politics in Pakistan.

It is difficult to imagine any good coming out of this tragedy, but there is one possibility. Pakistan desperately needs a political party that can speak for the social needs of a bulk of the people. The People’s party founded by Zulfikar Ali Bhutto was built by the activists of the only popular mass movement the country has known: students, peasants and workers who fought for three months in 1968-69 to topple the country’s first military dictator. They saw it as their party, and that feeling persists in some parts of the country to this day, despite everything.

Benazir’s horrific death should give her colleagues pause for reflection. To be dependent on a person or a family may be necessary at certain times, but it is a structural weakness, not a strength for a political organisation. The People’s party needs to be refounded as a modern and democratic organisation, open to honest debate and discussion, defending social and human rights, uniting the many disparate groups and individuals in Pakistan desperate for any halfway decent alternative, and coming forward with concrete proposals to stabilise occupied and war-torn Afghanistan. This can and should be done. The Bhutto family should not be asked for any more sacrifices.
